Describe what is difficult today and who encounters the problem. A specific example of the current workflow is often more useful than a list of technologies.
The result and the constraints
Explain what a useful outcome looks like, what you already use, and any limits on budget, timing or access. A budget range helps define scope; it is not a commitment to spend.
The way you will judge the work
Agree on what needs to work at handoff. For a website it may be navigation and inquiry flows. For software it may be permissions, data accuracy and the main user journey. Write those checks into the scope.
